Land South Of Church Road, Steep

Background

In July 2019 the South Downs National Park Authority (SDNPA) adopted its Local Plan which allocated land at Church Road for residential development (between 8 and 12 homes) under Policy SD89.

In April 2021 Wilson Designer Homes were delighted to confirm they had exchanged on this community engaged project in Steep. We are looking forward to working closely with land owners, Steep In Need Trust, to provide up to 10 new homes of which four will be affordable units, with the intention for these to be controlled by Eames Almshouses Trust. The development will also benefit from an allocation of open space which is to be kept in perpetuity for the use of the village.

01 Evidence Base

Wilson Designer Homes engaged a team of expert technical and environmental consultants to undertake detailed analysis of the site in line with the SDNPA’s landscape-led approach.

This background information is available to view online as part of the initial pre-application discussions with the SDNPA under the reference SDNP/21/05912/PRE.

02 Testing Options

This section use feedback from residents and National Park Authority to establish the vision for the site. Produce potential layouts and seek residents views. Interaction with working groups to help widen the reach of public engagement.

03 Preferred Option

Use feedback from residents and National Park Authority to develop a preferred layout option and to begin considering building designs. Public consultation event on preferred layout. Feedback considered and amendments incorporated into final layout.

04 Architecture


Architectural style developed. Draft proposals presented at public exhibition event using illustrations and architectural drawings to best display vision for the village.

05 Submission

Final proposals developed taking on board feedback from public consultation and exhibition events. Presentation of final proposals at Parish Council meeting. Final proposals formally submitted to SDNPA for consideration.

06 Decision

On April 11, 2024, the South Downs National Park Planning Committee convened to review the proposed development on the site owned by Steep In Need, located south of Church Road. Following a thorough presentation by the planning officer, committee members engaged in deliberation before casting their votes on the application.

The outcome of the vote was in favour of approving the proposal, albeit subject to an S106 legal agreement. This agreement will encompass three crucial elements:

  • 3 x 2 bed Affordable Housing Units.
  • Informal public open space management scheme.
  • Biodiversity Net Gain enhancement scheme.

All of these will be included in the S106 legal agreement that SDNP drafts with their legal representatives.

What happens next:

Wilson Designer Homes will now commence work to complete the S106 agreement and clear the proposed planning conditions, which SDNP will enforce to ensure the site is developed in accordance with the approved details.

Wilson Designer Homes fully appreciates the site's sensitivity but is looking forward to facilitating the multiple benefits the development will bring to the community, including the provision of much-needed affordable housing, a mix of new private homes, and the potential for increased open space within the village of Steep. Further updates will be issued regarding construction commencement dates, which are not likely to be until early 2025.
